The session ?\u00a0<em>\u201cHow standards can pave the way towards the right to access information\u201d<\/em>\u00a0? brought together practitioners from Mexico and Guatemala, alongside European standards experts, to examine the realities of implementing EU-aligned open data and interoperability frameworks in Latin American public administrations.\u00a0<\/p><h2 class=\"wp-block-heading\">\u6311\u6218\uff1a \u6ca1\u6709\u6807\u51c6\u7684\u5f00\u653e\u6570\u636e\u4f1a\u5bfc\u81f4\u788e\u7247\u5316<\/h2><p class=\"wp-block-paragraph\">Xavier\u00a0Piednoir,\u00a0InDiCo-Global Project Coordinator at ETSI, opened the session by framing the central challenge: while the intent to make data publicly available is important, it is not sufficient on its own. Without common formats, documented interfaces, and interoperability standards, open data\u00a0policies\u00a0risk producing fragmented, inaccessible, or unusable outputs. Standards, he argued, are the technical foundation that transforms open data policy into a practical reality for citizens, businesses, and public administrations alike.\u00a0<\/p><h2 class=\"wp-block-heading\">Guatemala: standards as tools for transformation\u00a0<\/h2><p class=\"wp-block-paragraph\">Julio Herrera Toledo, Executive Director of Red\u00a0Ciudadana, presented results from the\u00a0organisation\u2019s\u00a0seven-month\u00a0InDiCo-Global Open Call project, which focused on advancing digital government in Guatemala through European standards. Working across interoperability, open data, data protection, and accessibility, the project drew on EU frameworks including the European Interoperability Framework, GDPR, and EU open data and accessibility standards ? adapting them to Guatemala\u2019s legal, institutional, and cultural context.\u00a0<\/p><p class=\"wp-block-paragraph\">Key results included training over 950 public officials, supporting five institutions in interoperability implementation, conducting three real-world pilots, and engaging directly with members of Congress on\u00a0legislative proposals on cybersecurity,\u00a0data\u00a0protection\u00a0and interoperability. The project also produced an interoperability framework structured around four layers ? legal,\u00a0organisational, semantic, and technical ? reflecting the full complexity of what genuine interoperability requires.\u00a0<\/p><p class=\"wp-block-paragraph\">Five lessons\u00a0and challenges\u00a0emerged from the process:\u00a0adapting\u00a0European\u00a0standards\u00a0to the local context is essential, and still many questions around how to translate them accordingly;\u00a0awareness and skills across\u00a0sectors is essential for capacity-building, from\u00a0public institutions, civil society, and academia; strong institutional governance is essential; inclusion of\u00a0civil society\u00a0to bring\u00a0inclussion\u00a0of historical excluded groups; and standards work\u00a0needs a strong\u00a0governance to sustain\u00a0the\u00a0effors\u00a0of open practices.\u00a0<\/p><p class=\"wp-block-paragraph\">Julio concluded with a framing that resonated throughout the discussion:\u00a0<em>\u201cStandards are not just documents ? they are tools for transformation. Combined with capacity, governance, and implementation, they can change how\u00a0the government\u00a0serves citizens.\u201d<\/em><\/p><h2 class=\"wp-block-heading\">\u58a8\u897f\u54e5\uff1a \u91cd\u65b0\u914d\u7f6e\u4ee5\u9002\u5e94\u4e0d\u65ad\u53d8\u5316\u7684\u666f\u89c2\u7684\u5f71\u54cd<\/h2><p class=\"wp-block-paragraph\">The Mexico project, led by Ethos\u00a0Innovaci\u00f3n\u00a0en\u00a0Pol\u00edticas\u00a0P\u00fablicas, faced an unusual challenge early in its implementation: INAI, the National Institute of Transparency for Access to Information ? the project\u2019s original target\u00a0institution\u00a0? was dissolved at the outset of the project. The team adapted, redirecting their efforts toward the new Agency for Digital Trust, Transformation and Telecommunication, which coordinates an open data platform connecting 308 federal agencies.\u00a0<\/p><p class=\"wp-block-paragraph\">The core activity became a three-day workshop bringing together public officials, civil society\u00a0organisations,\u00a0including Article 19, and academia to address how EU open data standards could be embedded into the new platform. The workshop produced a manual delivered to 32 Mexican entities and federal institutions, convened 356 public officials alongside 233 participants from academia, civil society, and the private sector, and ultimately contributed to the establishment of a National Open Data Observatory ? a consolidated network to sustain and advance open data implementation across federal\u00a0public\u00a0agencies.\u00a0<\/p><h2 class=\"wp-block-heading\">\u5c0f\u7ec4\u8ba8\u8bba\uff1a \u4e92\u64cd\u4f5c\u6027\u548c\u524d\u65b9\u7684\u9053\u8def<\/h2><p class=\"wp-block-paragraph\">The\u00a0moderated\u00a0panel discussion, chaired by Sebastian\u00a0Steinbuss\u00a0of CEN\/CENELEC JTC 25, explored the broader implications of the two projects. The discussion highlighted that interoperability\u00a0operates\u00a0across four distinct layers ? technical, semantic,\u00a0organisational, and legal ? and that achieving it in practice requires alignment across all four, not just technical solutions alone.\u00a0<\/p><p class=\"wp-block-paragraph\">Panellists\u00a0noted the importance of political will in sustaining open data commitments over time. Julio drew on Guatemala\u2019s experience of publishing an open data policy in 2018, only to find that few institutions were\u00a0actually publishing\u00a0data ? prompting civil society to develop an Open Data Index to\u00a0monitor\u00a0and maintain accountability. The discussion also touched on the emerging challenge of AI agents as intermediaries between citizens and public data, and the need for policy safeguards to ensure data access\u00a0remains\u00a0genuinely open.\u00a0<\/p><p class=\"wp-block-paragraph\">John Ketchell,\u00a0representing\u00a0ANEC on CEN\/TC 465 on Smart Cities, highlighted the importance of civil society participation in standards development ? noting that European\u00a0standardisation\u2019s\u00a0formal inclusion of civil society voices through Annex III\u00a0organisations\u00a0is a structural strength that is not replicated in many other parts of the world. He also underlined a point echoed across the session: writing a good standard is not enough ? its value depends entirely on whether it is applied.\u00a0<\/p><h2 class=\"wp-block-heading\">\u5411\u524d\u770b<\/h2><p class=\"wp-block-paragraph\">Closing the session, Xavier\u00a0Piednoir\u00a0noted that the two projects\u00a0represent\u00a0exactly the kind of bridge-building that\u00a0InDiCo-Global was designed to support: sharing European approaches while learning from local implementation experience in ways that can inform practice both in partner regions and in Europe.
