
The third session in the InDiCo-Global Webinar Series brought together two inspiring initiatives working to advance secure, inclusive, and standards-based digital transformation across Africa and Latin America.
Our first speaker, Debora Comparin, introduced her project on enhancing digital identity security through cross-regional guidelines between the EU and Africa. With digital identity wallets gaining momentum in Europe through the eIDAS framework, her work examines how comparable trust frameworks are emerging in Africa, and how practical, security-focused common ground can be established. The project aims to deliver publicly available guidance informed by regulatory realities, technical constraints, and local contexts across both continents.
Next up was Julio Herrera, Executive Director of Red Ciudadana in Guatemala, who shared how his team is working to improve public sector transparency and digital accessibility through the adoption of European ICT standards. In a country where digital transformation is still in early stages, the project seeks to build capacity, foster interoperability, and support the adoption of data protection and open data frameworks inspired by EU models. Importantly, the work is closely aligned with Guatemala’s ongoing legislative efforts on cybersecurity and data governance.
The session highlighted common challenges in digital public service delivery, from fragmented infrastructure to regulatory gaps, while also showcasing the potential of international standards to serve as trusted foundations for innovation, rights-based governance, and cross-border cooperation.
