Webinar Recap | Bridging the Gap: Advancing Data Protection and Responsible AI in Bolivia

In the second session of the InDiCo-Global Webinar Series, Nicole Angel Sanchez Rojas of the Internet Bolivia Foundation shared insights into her organisation’s work to advance data protection and responsible AI use in Bolivia, where national regulatory frameworks remain largely absent. 

Bolivia currently ranks 117th out of 130 on the Global Responsible AI Index and lacks a comprehensive data protection law, leaving citizens without clear safeguards or recourse when rights are violated. Nicole outlined the Foundation’s response: developing practical, GDPR-aligned guidelines tailored to the Bolivian context, supported by a training programme and pilot implementation in selected local organisations. 

The project also draws inspiration from European standards like the AI Act, but adapts them to local realities. A key message was that progress is possible even without national legislation, as demonstrated by the recent approval of Bolivia’s first municipal data protection law in Coroico. 

The session opened with remarks from Carlos López Rodríguez, Policy Officer at the European Commission’s DG Connect, who noted the importance of international cooperation on digital standards and the role of initiatives like InDiCo-Global in supporting local leadership and innovation. 

Through a combination of awareness-raising, capacity-building, and community-led action, the Internet Bolivia Foundation is showing how bottom-up approaches can pave the way for national reform, while helping citizens and institutions prepare for a more secure and rights-based digital future.
